agentのモデルリージョン

通常のチャットやRAGのモデルリージョンとagentのモデルリージョンは分ける事が出来るようにしたい。

s3は東京で作成しており、agent作成時も東京で作成をしたい。（データ保存を国外？に出したくないため）
通常のチャット等は最新モデルが使えるバージニア北部としたい。
