[Bug]: Issues with preparing logging lab

### What happened?

a. prepare-environment observability/logging/pods timed out waiting for the condition on pods/carts-69d548cd66-6fzcn timed out waiting for the condition on pods/carts-7c95cd549d-zgk8k

b. prepare-environment observability/logging/pods - An error occurred (InvalidParameterException) when calling the UpdateClusterConfig operation: No changes needed for the logging config provided.

c. Fluent-bit pods are randomly crashing and the DaemonSet is getting removed.

### What did you expect to happen?

prepare-environment observability/logging/pods command should work without any exception. Fluent-bit pods shouldn't crash.

### How can we reproduce it?

Not reproducible. Sporadic.

### EKS version

1.31

Start with the prepare-environment observability/logging/pods command on EKS 1.31 and inspect the carts and Fluent-bit pod failures, including the DaemonSet removal and UpdateClusterConfig error. Done means the command completes without exceptions and Fluent-bit pods remain healthy; the issue notes that reproduction is sporadic.
