Not all modified controls captured

CCCS has modified certain controls from their NIST 800-53 definitions. Since OSCAL's `alters` functionality does not support modifying a control's title, these controls must be included as unique CCCS controls rather than as modifications.

Since only the title of these controls are currently available (in Annex A of ISTP.10.171), they will not be added until the descriptions and supplemental guidance are also available.
