[Feature Request] Add EFS in-transit encryption on Control Plane

Add EFS in-transit encryption on Control plane through EFS File system Policy

#### Context
To have a more secure environment we can enforce in-transit encryption during the EFS file system creation as a File System Policy

#### Alternatives

Customers can do it manually after the EFS filesystem creation.
