AWSControlTowerBP-BASELINE-CLOUDTRAIL is no longer Deployed in CT 3.0 and later

As documented by [Control Tower docs](https://docs.aws.amazon.com/controltower/latest/userguide/shared-account-resources.html) AWSControlTowerBP-BASELINE-CLOUDTRAIL is no longer deployed as of CT 3.0 which was release in July 26, 2022. As a result, not able to deploy this solution.

It is not obvious if we change this to AWSControlTowerBP-BASELINE-CONFIG if this would still work...

Start with the repository's deployment configuration and the AWS Control Tower shared-account-resources documentation linked in the issue. Compare the referenced AWSControlTowerBP-BASELINE-CLOUDTRAIL resource with the current Control Tower 3.0+ resources, then verify which supported resource works for this solution. Done means the solution can be deployed on Control Tower 3.0 and later without relying on the removed baseline.
