Some PDF page(s) read only?

Hi all,

I have a PDF file

page 1 and 3, read only (refer screenshot)

but page 2, I can annotate

Any idea why those pages are read only?

I open the pdf file, seems normal to me. I can manually copy the contents of the pdf out.
