(sorry I didn't understand the issue template text)
We _desperately_ need a "Name" parameter for AWS::AutoScalingPlans::ScalingPlan. Without it, the names are just auto-generated and incredibly hard to separate from each other. The api supports "ScalingPlanName", so it's just missing in CloudFormation.
