AWS::EC2::VPNConnection - Incorrect Resource URL

### Issue Description

When creating a resource via Cloudformation, the resource link pointing to the physical ID leads to the VPC front page.

### Expected Behavior

Cloudformation should link to the VPN Connections page with the filter pointing to the Physical Id.

### Observed Behavior

Currently redirects to the VPC main page.

### Test Cases

You can recreate this with any AWS::EC2::VPNConnection resource creation in CFN.

Reproduce the issue by creating an AWS::EC2::VPNConnection resource through CloudFormation and opening the physical ID link. Compare the current destination with the AWS VPC VPN Connections page and verify that the physical ID is applied as a filter when the behavior is corrected.
