Add support for stack level tags to AWS::EMR::Studio

As of know Stack Level tags are not propagated to the AWS::EMR::Studio resource type i.e despite AWS::EMR::Studio resource type supporting Tags property. Since this is the case, it results in false drift detection when we try to created a AWS::EMR::Studio resource with some stack level tags.
