[AWS::Synthetics::Canary] - [Coverage] - Tags not propagated to services that the canary creates

This is an existing issue described here: https://github.com/aws-cloudformation/cloudformation-coverage-roadmap/issues/1101

When tagging canaries, the tags are not propagated to other services that the canary creates, like the Lambda functions it creates on behalf. I would like provided tags to be added to all underlying infrastructure created as a side-effect of the High-Level resource.
