[Enhancement] - Import individual resource through Management accounts for all child account

### Description

Requesting a feature on CloudFormation where we can import the resources through master account, for example if we have an IAM role in multi-account which was created long time ago and now we want to manage it through CloudFormation then importing that resource to CFN stack will require us performing CLI commands or doing through console in each account. So instead of that if we have a feature where it can be imported through Management account will help a lot and can save good amount of time for performing that action.
