[Feature request] [Bug] Add AutoTags to EMR cluster which is created using Service Catalog and CloudFormation

### Description

When we create the EMR cluster using Service Catalog, the auto tags **aws:servicecatalog:*** are not getting applied to EMR cluster even though on the document it says that, Auto Tags are automatically applied by AWS Service Catalog to provisioned resources[1].

I have also tried to create the stack using CloudFormation and tags related to **aws:cloudformation:*** did not applied to the stack [2].
