Feature request for adding resource type for AWS Backup Backup Policies

### Description

Via the AWS Backup Console it is possible to manually create a backup policy via the following steps:
1. Navigate to AWS Backup Console
2. Select 'My Organization -> Backup policies'
3. Option to 'Create backup policy'

There is a need to add a resource type in CloudFormation to achieve the same use-case.
Potentially same issue already exists here opened since 2021:
