Add support for stack level tags to AWS::EC2::KeyPair

### Description

As of know Stack Level tags are not propagated to the AWS::EC2::KeyPair resource type i.e despite AWS::EC2::KeyPair resource type supporting Tags property. Since this is the case, it results in false drift detection when we try to created a AWS::EC2::KeyPair resource with some stack level tags.
