[Console] Saved preferences not persisting

### Issue Description

The _Wrap lines_ options of the stack events preferences in the Cloudformation console does not save its state between refreshes/sessions.

This seemingly insignificant but helpful feature would save a tremendous amount of needless time and effort were it to work a little more seamlessly.

Cloudformation console Preferences are NOT persisted between sessions.

### Observed Behavior

Cloudformation console Preferences ARE persisted between sessions.

- Open any stack in console
- open stack events tab
- open preferences
- toggle _Wrap lines_ option
- refresh browser tab
- re-open preferences dialog
- notice _Wrap lines_ option has reverted to its previous value.
