[Enhancement Request] Change Sets to show to resources that will be retained due to DeletionPolicy

Currently if resources that are defined with a `DeletionPolicy: Retain` are removed from the template, the change set created shows them as `Remove` and not `Retain`.

Requesting the change set to show them as `Retain` instead.
