### Description

CloudFormation has support to create a [Kafka Connector](https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-resource-kafkaconnect-connector.html), however one of the required parameters is a plugin. A plugin is [defined](https://docs.aws.amazon.com/msk/latest/developerguide/msk-connect-plugins.html) by the API from an S3 object, but CloudFormation has no support for creating an MSK Kafka Connector plugin.
