### Description

This is a suggestion for a new resource. Currently usage reports cannot be enabled through CloudFormation and need to be enabled through the management console or with API. There is actually an existing template ([usage reports crawler template](https://s3.amazonaws.com/appstream-cfn-templates-us-east-1/usage_reports_crawler_template.yml)) for processing those reports after enabling them, but one needs to know the S3 bucket beforehand.

Use case: central management of multiple AppStream 2.0 regions.
