### Description

As per issue #276 - ElastiCache SubnetGroups to CloudFormation.

Destroying and Recreating the resource with CF will cause downtime for a lot of cluster, so we need to be able to import to use CF. Even creating first the new SubnetGroup and change the ElasticCache Clusters to use it will cause downtime.

Research direction

Start by reading issue #276 and the CloudFormation coverage discussion for AWS::ElastiCache::SubnetGroup. The issue names no repository files, tests, or implementation entry point, so first determine where resource import support is tracked and how it is validated. Done means importing an existing SubnetGroup into a CloudFormation stack without recreating it or causing cluster downtime.
