As per issue #276 - ElastiCache SubnetGroups to CloudFormation.
Destroying and Recreating the resource with CF will cause downtime for a lot of cluster, so we need to be able to import to use CF. Even creating first the new SubnetGroup and change the ElasticCache Clusters to use it will cause downtime.
