Change publisher to not be me

I am debating changing the publisher to something that isn't tied directly to me. This will cause a little issues as people will have to move. We can provide some transition items to make it easier.

This could be pre work to #219

Start by reviewing the publisher change discussed here and the referenced issue #219, then identify the current extension publishing configuration and the migration or transition items required. Done means the new publisher plan is agreed, affected users have a transition path, and the related work is ready to execute.
