creating a new form when datastore is not enabled, then selecting create a new model does not create a data model

### Expected behavior

create data model and redirect to data modelling correctly

### Reproduction steps

1. create a new env with a API
2. create a new form
3. add a field, then select ''create a new data model'
4. then select 'update data model' as page does not redirect
5. observe the data model is not auto created

Reproduce the form flow by creating an environment with an API, adding a field, and selecting “create a new data model.” Start at the form creation flow and follow the “create a new data model” and “update data model” actions into the data modelling page. Done means a data model is automatically created and the page redirects to data modelling correctly.
