user auth history paginates through a empty list as observed in the screenshot

also observed the following message in the browser console.

### Expected behavior

Do no paginate if a user history is empty

### Reproduction steps

1. create user
2. select user
3. select history
4. click on the right arrow key and observe the list continue

Start in the user profile's History view: reproduce the issue by creating a user, selecting that user and History, then clicking the right arrow on an empty history list. Check the browser console message shown in the report. Done means an empty user history does not paginate or advance when the arrow is clicked.
