### Describe the bug
I created an app using my account in N.Virginia region. When i try to create another app using the same account and region, i am getting the error "Houston, there's a problem Failed to create app. You have reached the maximum number of apps in this account. aws amplify error". I have another account same as this, this problem never existed. I can create many apps in that account.
When i checked they told me to check the service quotas, but i have only one app in that account.
Even if i change regions, same issue persists.
### Expected behavior
Creation of new app along with the app which is present in the amplify console for the same account.
### Reproduction steps
1. Create a new account for integration environment
2. Open amplify console
3. create a new app(Host a new app). Complete creation of this app
4. Create another app(Host).
5. After pressing save and deploy, There will be this error "Houston, there's a problem Failed to create app. You have reached the maximum number of apps in this account. aws amplify error"
