### Describe the bug
To begin with, wanted to recreate an Amplify branch.
Deleted the previous one for the same app, and now cannot recreate it (same name) with the message that the old one is still deleting.
It has been like this for 4 days.
### Expected behavior
New branch should come up correctly.
### Reproduction steps
1. Delete previous branch.
2. Create branch via awscli/awsconsole/terraform with the same name as the deleted branch.
3. Get error.
