Description

**Is your feature request related to a problem? Please describe.**
Now that Python 3.9 is officially supported by AWS Lambda and comes with some performance updates, it would be great if the Amplify console also supported it for the build process.

**Describe the solution you'd like**

Add Python 3.9 to the build process (and instructions on how to enable it)

Research direction

Start by locating the Amplify console build process and its instructions for selecting Python versions. Check how supported runtimes are configured, then verify that Python 3.9 can be enabled during a build and that the documentation explains how to use it.
