Description
**Describe the bug**
The created PR has handing amplify build. In aws console, it gives error saying "build not found".
**To Reproduce**
Steps to reproduce the behavior:
1. Create PR, and quickly merge it before seeing the build
2. In UI, it shows the build has started but never stopped
**Expected behavior**
The build should give error or stop. If the build never happens, it should be removed.
