It would help to be able to group Apps

It is difficult to have to navigate through multiple unrelated apps to get to the one or one's we need.

**Describe the solution you'd like**
I think a nested folder system would be useful. When you click on all apps, you'd have an option to view them by folder/group and you'd see a list of groups instead of the individual apps.

Start by locating the All Apps navigation described in the request and review how apps are currently listed. Define the folder and nested-group behavior, including switching between grouped and individual views; the issue does not name files, tests, or an entry point beyond All Apps.
