Add approvals to the build process, and trigger builds manually when autobuild turned off

If auto deploy is turned off I believe the only option to deploy is to use a build webhook or reenable and make a commit.

**Describe the solution you'd like**
I would like to see a button in the console UI that an be clicked (maybe with a confirm) to trigger a build. This setup could be used to "lock" to a deploy.

Start by reviewing the console UI and the build flow, including how the autobuild setting currently affects deployments. Define the approval step and the manual build action, including confirmation, so that a build can be locked to a deploy when autobuild is disabled.
