Tags feature to apply tags to resource is not applying them to Cognito resources

**Describe the bug**
Tags feature to apply tags to resource is not applying them to Cognito resources

**Amplify CLI Version**
4.41.0

**To Reproduce**
Add custom tags to the tags.json file.

**Expected behavior**
Expect to see them on a Cognito resource.
