[JNPCT] PNC visit for underweight children registered late

**Motivation:**
Registration of some children can be late if the delivery happened in area not covered by the program and beneficiary returns to their home later on. There are cases where those children are underweight (<2.5) but PNC visits cannot be done as time period for PNC visits is over. PNC visits are required in such cases for consistent monitoring of the health of the child.
