Description

On 2019-09-19, LLVM 9.0 [was released](http://lists.llvm.org/pipermail/llvm-dev/2019-September/135304.html) ([release notes](http://releases.llvm.org/9.0.0/docs/ReleaseNotes.html)). We should consider updating RetDec to use this new LLVM version.
