Option to have this as a settings plugins

Some projects may not have a root `build.gradle.kts` file at all if it wasn't for this plugin. :)

Seems like this could also be applied via settings plugin, no?

This is a feature request to be able to apply this as a settings plugin.

Start by examining how the dependency-analysis Gradle plugin is currently applied and how Gradle settings plugins are configured. Determine the changes needed to support applying this plugin from settings when no root build.gradle.kts exists, and verify that the plugin works in that project shape.
