Description
When starting multiple pSMAC experiments in parallel only the first run should evaluate the default configuration, the other runs should start with a random configuration. We should do this automatically.

Research direction
Locate the pSMAC startup path and trace how parallel experiments select their initial configuration. Determine how the first run is identified and how random configurations are generated, then verify that only the first run evaluates the default configuration while later runs do not. The repository is discontinued, so confirm that this behavior is still wanted before starting.
