Portal resource update checksum checking is always failing if the resource is not exactly same as the file generated by portal

1. For example, if I have a `authgear.secrets.yaml`.
2. I add some indentation at a line, but the file is still in valid format. Save it to the database.
3. Now go to portal, try to delete a an application. Always see conflict.
4. Press "override" has no response.
5. Creating new OIDC application has no response.
