Continue from https://github.com/authgear/authgear-server/issues/3236
Now the phone messaging service is available for all plans including the free plan,
we should make the option available in the project creation wizard
In 1/3, If "Phone number and Password"/"Passwordless via phone number" is selected,
show a question below ask:
> How should a user receive OTP on their phone?
> - [ ] WhatsApp or SMS
> - [ ] WhatsApp Only
> - [ ] SMS Only
In 3/3, if Email were chosen in step 1, in 2FA custom settings, Add:
- Receive One-Time-Password (OTP) via Phone
If this is chosen, ask on the same page
> How should a user receive OTP on their phone?
> - [ ] WhatsApp or SMS
> - [ ] WhatsApp Only
> - [ ] SMS Only
