Description
Just like the Audit log page, the command bar should go below the page heading
So that we can have a page layout of:
Heading > Pivot (Tabs) > Command Bar > Page/Tab content
We have changed the design in the Audit log page. The other pages should follow the same change
@hlh112 please help review and update the design for each page.
