In user management, after removing a user in user detail page, portal always go back to the 1st page

**To Reproduce**
Steps to reproduce the behavior:
1. Click user management, go to page 2 and remove a user.
2. See current page is now back at 1.

**Expected behavior**
At (2), the page stays at (2) unless the only item in page (2) is the victim that was removed.

Start at the user management entry point and follow the user detail page's remove-user flow, reproducing the issue from page 2. Verify that the current page remains page 2 after removal, except when the removed user was the only item there.
