[User management] Action column not vertically aligned

## Description
The title and action column for each user is not aligned vertically

## Steps
1. Login to the testing project
2. Go to User Management page
3. Scroll to Action column
4. See the title and user action not aligned vertically

## Expected result
Should align items in the column vertically
