[Login] Suggest adding Back button for 'your account is disabled' screen

## Description:
Upon logging in to a disabled account, users will see a 'your account is disabled' screen that does not provide any 'back to login'/'return' button. Since in similar screens like the 'scheduled removal' page a 'return' button is present, it is suggested to add the 'back to login'/'return' button for the disabled account screen as well.

## Steps to reproduce:
1. Log in to the application using a disabled account
2. See the 'your account is disabled' screen that has no navigation buttons

## Expected result:
Should provide some navigation buttons on the 'disabled account' screen

Reproduce the disabled-account login flow described in the issue and locate the screen by searching for its displayed text. Compare it with the scheduled-removal page, then verify that the disabled-account screen provides a return or back-to-login action and that the flow works in the listed browsers.
