[Login ID] Empty area at the bottom of the page when phone number option is not placed the bottom

Empty area at the bottom of the page when phone number option is not placed the bottom, UI minor

Steps:
1. Login
2. Click into one of the projects
3. Go to Login ID
4. Toggle and place phone number option at the top
5. Scroll to the bottom
6. See empty area

Expected behaviour:
Should not have any empty area at the bottom

Reproduce the issue in Chrome on Mac using the staging build: open a project, go to Login ID, move the phone number option to the top, and scroll to the bottom. Confirm that the bottom empty area is gone while the option remains at the top.
