center: create new speaker release

We need another release for the speaker package. It needs to:

- Include shrimp audio file presets.
- Have the config chache file fix
- Have the run_pi_script.sh change that ensures wifi is turned off.

The image that we're using for the SCU is 20240901-pi-image which runs buster.

Verify the 20240901-pi-image Buster context and identify the shrimp audio presets and Wi-Fi-off behavior to include. Done means a reproducible speaker release containing all three requested changes.
