Location Tracking for Rigs

David and I were discussing a while back the possibility of rig location tracking. I can't remember all the pros to having it that we discussed, but it would be useful to enforce our premium streaming model restrictions of 3 rigs per location, or whatever it was we decided. could also be useful for the notice to mariners to provide live location updates, and to inform us if for some reason the mooring lines of a rig gets severed and the rig is on the move. I would imagine this working by sending a ping every hour or so to not be a major drain on the battery
