Feature Request for Documention

**I'm submitting a feature request**

**Current behavior:**
When changes appear but it's not always apparent what has changed.

**Expected/desired behavior:**
It would be great if there was a way to subscribe to change notifications. Also, a section titled "What's New" would be a great place to itemize recent changes to documentation.

The issue names no files, tests, or entry points. Start by reviewing the documentation repository structure and the existing change-notification or release-documentation process, then determine the scope for subscriptions and a “What’s New” section; done means both requested ways to identify recent documentation changes are defined and documented.
