bottom nav dissapearing when recycler view is empty

I have a recyclerview that contains cardviews that disappear on clicking on them. When you scroll down this recycler view, the bottom nav disappears as expected. When you start removing cardviews from the recyclerview you do not see the bottom nav come back up, which is only an issue when there are 2 cardviews on the screen and you can't scroll up or down to make the bottom nav visible again.

I was wondering if there was a solution for this or if this was a known issue?
