Show tooltip when moving a slider by scrolling or keyboard arrows ↓ and ↑

### Problem to be solved

When you move the playback/recording meter slider by either scrolling with your mouse wheel button or with the touchpad scrolling gesture or by pressing the ↓ and ↑ arrows on the keyboard (for instance, in **Graphic EQ**), you will see the slider move without knowing its precise value at any given moment.

### Your idea

Just like when you grab and drag the slider, the tooltip with the current value should also be shown when you move the slider via scrolling.
