In certain situation (not yet know) the loop region area reacts to mouse movements even if the mouse button is not pressed when hovering over
### Steps to reproduce
1. Enable the loop region
2. ???
3. Disable the loop region
4. Move the mouse over it
5. Observe the loop region is auto-enabled
### Expected behavior
The loop region should be disabled
