Let show publisher name in the list of effects when there's only one plugin (module of a plugin) of this publisher

Let Audacity show the publisher name in the list of effects grouped by Publisher name when there's only one effect/module of the effect by this vendor.

### Problem to be solved

Currently, when a) effects are grouped by Publisher name and b) there's only one effect or effect module (e.g. only VST3) Audacity puts the name of the plugin on the list, not the vendor name.

For example, the following are the plugin names while all the other items on the list are publisher names:
