Option "Select all audio, if selection required" should work for "Nyquist Prompt..."

### Bug description

Option "Select all audio, if selection required" not working for "Nyquist Prompt...". It was working in old versions of audacity. I don't remember from which version it is not work.

### Steps to reproduce

- in the preferences dialog enable the option Tracks -> "Tracks Behaviors" -> "Select all audio, if selection required"
- open file
- go to Tools -> "Nyquist Prompt..." enter nyquist command for increase trace volume: (scale 1.15 *track*)
- apply command

### Expected behavior

Instead of "Nyquist returned nil audio." it should apply nyquist command for all audio

### Actual behavior

"Nyquist returned nil audio."

stable version (from a Linux repository)
