On Windows, this is a regression wrt Audacity 3.

Start by locating the playback and recording meter implementation and its accessibility handling, then compare the behavior with Audacity 3 on Windows. Test with a screen reader to verify that peak level and clipping status are exposed for both meters; done means users can read both values reliably.
