I believe this may be an extension load order issue as presented in VS Code's repository feature request here:
Feature: Specifying the load order of extensions (reduce startup wait-time) [#46846](https://github.com/microsoft/vscode/issues/46846)
It shows up in an issue that was incorrectly brought up in the Redwood repository issue tracking here:
[VS Code Extension wont load in remote - ssh mode. #1478](https://github.com/redwoodjs/redwood/issues/1478)
It sure seems like this is likely an extension load order issue that shows itself in WSL. If nothing else it sure seems like a feature that would be helpful for all VS Code extension builders to aid in debugging.
